Paul Mansell - Director ![]() Paul, previously a Director at Deloitte Consulting, has broad programme leadership and management experience – particularly within the defence, transport, finance and telecoms sectors. Paul has successfully supported the delivery of high profile, complex programmes that have been subject to intense political and media scrutiny. Paul’s track record of programme success has been achieved through a personal emphasis on: strategic governance; senior stakeholder communication; careful financial control; strategic risk management; change management expertise and the fostering of exceptional teamwork. Paul’s ability to provide clear strategic analysis is balanced by a common-sense and practical understanding of complex change programmes. This is borne from his ‘hands on’ experience in business and in the Royal Marines; for example, Paul led the planning and execution of the evacuation of 10,000 people at night during the volcano eruption in Montserrat in 1996. Paul also has over ten years experience of senior strategy, planning and policy analysis (UK and foreign) having worked with Central Government at Ministerial and Permanent Under Secretary level. He spent over two years on the Political Advice Staff in the British Embassy in Washington DC and two years advising the Defence Management Board and Chiefs of Staff. Qualifications Outside of work, Paul is a busy father of three children. He is a self-confessed ‘adrenaline junkie’ - previously leading the Great Britain and Royal Marine freefall parachute team. He continues to keep fit by mountaineering, running ultra-marathons, sailing, and coaching junior hockey/cricket/tennis teams.
