Driving the strategy for future airspace development at the CAA
- OverviewRead more
Growth in the volume of air traffic has pushed the UK's airspace capacity to its limit. The Future Airspace Strategy (FAS) defines the vision for UK airspace in 2030 and considers how to maintain excellent safety standards, manage delays and minimise the impact to the environment. Moorhouse were engaged to embed the programme management rigour, tools and techniques required to ensure the complex elements of the strategy were developed and delivered. We established a programme management infrastructure and identified key stakeholders, who we effectively engaged. We implemented mechanisms to identify and track benefits and supported the FAS Programme Board by informing decision making, providing strategic direction and challenge and programme leadership advice. Our work embedded an assured and strategic approach to programme management that could be used by the Civil Aviation Authority (CAA) on future projects. Our approach enhanced collaborative work and increased the CAA's capability to scenario plan and their ability to develop, manage and deliver future strategies.

Growth in the volume of air traffic over the last decade has pushed some areas of the UK's airspace to capacity limits. As a result maintaining excellent safety standards, managing delays and minimising the environmental impacts associated with aviation is becoming increasingly difficult. The Future Airspace Strategy (FAS) sets out a vision for UK airspace in 2030. It considers how the operation, management and regulation of our airspace should evolve to meet the forecast growth in demand for aviation in a safe, sustainable and efficient way.

The Moorhouse team embedded the programme management rigour, tools and techniques required to ensure the many complex elements of the strategy were developed, managed and controlled effectively, specifically:
- Established the programme management infrastructure required to scope, plan and commission the right work packages, drive progress, identify and remove obstacles and assure quality
- Identified key stakeholders impacted by FAS, analysed their importance and influence and developed strategies to engage them effectively
- Implemented mechanisms to identify the benefits associated with FAS and quantify, track and realise them over the life of the programme
- Supported the FAS Programme Board to conduct their critical role effectively, informing decision making and providing strategic direction, challenge and programme leadership advice
- Worked at the 'coal face' to build momentum on the programme and produce high quality deliverables for inclusion in the first iteration of the strategy

The Director of Airspace Policy has commended the “considerable value added” by Moorhouse in executing an approach that:
- Defined the size and nature of the 'Future Airspace Challenge' and the broad strategic options for achieving the FAS vision
- Established a strategic framework to understand and manage the strategic trade-offs between safety, environmental and economic objectives
- Confirmed the CAA is perceived by key stakeholders including; the military, commercial aviation organisations and enthusiasts, as having a feasible strategy which meets their differing needs
- Embedded an approach to future airspace development that is more assured and integrated with the strategy developed for Europe
- Enhanced CAA's collaborative working arrangements with its strategic partners
- Improved CAA's capability to scenario plan, model and appraise strategic options in the context of future uncertainties
- Enriched CAA's ability to develop, manage and deliver other complex strategies in the future
