Jim Scopes explained his approach to creating a strategy for HM Revenue and Customs in the period immediately after the formation of this new department from the former Inland Revenue and Customs and Excise. He highlighted the challenges of ensuring the strategy remained grounded in reality so that it could actually be delivered in a potentially very uncertain future operating environment. Alan Green explained the highly successful approach taken to benefits realisation in GCHQ’s New Accommodation Programme, one of the earliest programmes to use the Managing Successful Programmes methodology.
