A successful project requires, at the very least, a clear set of objectives that are endorsed by an engaged group of stakeholders.  It also requires an effective and responsive governance framework that can set and monitor direction and handle issues quickly and efficiently. These prerequisites are difficult enough to achieve in the commercially driven world of private enterprise. They are unimaginably more difficult to achieve in the complex and politically-charged environment of the public sector.
