    If you accept that organisational strategy is best delivered by means of a structured portfolio of programmes and projects, as we do, there are two essential ingredients for success: a community of capable programme and project managers and a trusted, well used programme and project management (PPM) framework supported by appropriate tools. Notwithstanding these seemingly obvious truths, there are few organisations that have both in really strong measure. 

    This paper steps through the stages of two parallel activities: enhancing the skills of the PPM community and optimising the frameworks and tools they use. It then looks at the synergy that can be achieved by bringing all dimensions together, capitalising on the knowledge gained from those essential earlier stages. We also offer 'food for thought' in the form of a number of questions that ought to be asked (and answered) at an organisational level as you step through the stages. The answers to these questions will shape the subsequent stages of the journey.
