Developing new ways of working for the NDA

    The Nuclear Decommissioning Authority (NDA) manages the UK's civil nuclear sites on behalf of HM Government. It does this through contracted arrangements with third party suppliers. The NDA decided to re-compete these contracts and recognised this as an opportunity to develop its ways of working with a view to becoming a strategic nuclear authority. Moorhouse was asked to help develop the NDA's management arrangements and enable it to become an 'Intelligent Client'. Working collaboratively with NDA representatives, we produced a clear depiction of what they do, why and whom is accountable and responsible for doing it. Following this, we developed a plan to improve working arrangements. This improved governance and decision making at the NDA and supported the alignment of delivery to strategy. Leaving the NDA with an enhanced assurance of their major projects, which allowed the NDA to take a more strategic approach and ensure value for money.

This means moving away from the traditional transactional approach to contract management and working collaboratively with its partners to both improve performance of the sites and develop a mature and capable industry. Moorhouse was asked to help the NDA develop its management arrangements and enable it to become an 'Intelligent Client'.

    Working with representatives from throughout the business, the Moorhouse team went 'back to basics' to identify the high level activities that the NDA undertakes in order to achieve its statutory remit and strategic objectives.

    This activity resulted in a one-page view of everything the NDA does from which a detailed RACI chart was developed to define who are Responsible, Accountable, Consulted and Informed, providing a clear depiction of what the NDA does, why and whom is accountable and responsible for doing it.

    Having established this framework, we developed a plan of work to develop new and improved working arrangements in a number of priority areas. These areas were reviewed and ratified by the Senior End User Review Group (SEURG), a team of senior managers from across the NDA established to review and approve the outputs of the programme and manage the implementation of these through their business teams.
