Development of a project manual for Abellio Group

    Abellio delivers all of its bids for franchises, concessions and acquisitions in a project-oriented fashion, but its in-house approach to documenting projects was disparate, informal and inconsistent. Moorhouse was asked to develop an in-house project manual that covered the Abellio approach to doing things; this had to fit specific Abellio needs and not simply replicate 'best practice'. We created a concise, coherent, consistent document by bringing together information on existing processes, best practice methodologies and stakeholder feedback. Our support allowed the Director of Planning and Projects to focus on his leadership responsibilities, whilst Abellio practitioners were provided with a 'Abellio Projects Manual', circa 20 PPM templates, and a formal approach to project management.

    Abellio is a highly project-centric organisation which delivers all of its bids for franchises, concessions and acquisitions in project-oriented fashion. Abellio has an in-house approach to projects (covering a wide range of areas including pipeline management, pre-qualification, project delivery, governance and assurance). Previously these were documented in a disparate fashion in a number of locations (including some elements that were not documented at all). There was an informal and sometimes inconsistent approach to project management that was less accessible to the entire organisation than it needed to be.

    Moorhouse was engaged to develop an in-house project manual covering the Abellio approach to doing things across a broad range of functions. The critical success factor identified by the client at the outset was that the manual had to form part of the 'Abellio Way', i.e. be created to suit Abellio's specific requirements rather than being a replication of generic 'best practice' content.

    To achieve this, Moorhouse rapidly brought together information on Abellio's project management processes from a number of data sources including existing process documentation and key stakeholder engagement as well as a pragmatic application of best practice methodologies to create a concise, coherent document that was consistent with internal policies and procedures.

    In addition, Moorhouse provided a set of tailored programme and project management templates to supplement the manual.
