The Port Authority of New York and New Jersey maintains a dynamic capital plan portfolio of over 600 active projects with a total value of over $25 billion. The Project Management Office engaged Moorhouse to support the development of a resource management tool, which would estimate detailed resource requirements based upon prior projects and dimensions of project complexity. Moorhouse provided programme management leadership and energy to the scoping, definition and delivery of this initiative, supporting the PMO from conception to completion of the programme. The ultimate output of the project was a decision-support tool, used to determine overall project/program manager resource requirements across the entire Capital Plan (approximately $25 billion over ten years).

The Port Authority of New York and New Jersey builds, operates and maintains infrastructure critical to the New York/New Jersey region's trade and transportation network. These facilities include America's busiest airport system, marine terminals, the New York/New Jersey light rail transit system, six tunnels and bridges between New York and New Jersey, the Port Authority Bus Terminal in Manhattan and the World Trade Center.
The Port Authority maintains a dynamic capital plan portfolio of over 600 active projects with a total value of over $25 billion. The Project Management Office (PMO) is the central group responsible for standards, methodology and best-practice for project management within the organisation.
Part of the PMO's strategic remit is to work with Line Departments, who are responsible for delivering projects, to understand the project management resource requirements across the entire portfolio.

The project management resource estimation tool would provide a critical estimation check to support decision-making of the effective deployment of project/programme managers.
Moorhouse provided programme management leadership and energy to the scoping, definition and delivery of this initiative, supporting the PMO from conception to completion of the programme.
Specifically, the support comprised:- Understanding the current role of a project manager within the Port Authority so as to define the as-is situation;
- Defining a series of project complexity dimensions used to assess the relative inherent challenges and associated project management resource weighting;
- Identifying a sample set of projects representing 'best-practice' within the Port Authority which could be used as the basis for a regression analysis;
- Developing and initiating a project complexity survey based upon the dimensions of complexity for the sample set;
- Collating data and executing a regression analysis to define the relationship between aggregated complexity and resource;
- Developing the resource management estimation tool which could be rolled out across the Agency portfolio.

The ultimate output of the project was a decision-support tool, used to estimate the amount of 'full-time equivalent' project managers required to work on specific projects within the Agency. The tool suite was used by the PMO and the four Port Authority Line Departments to:
- Determine overall project/program manager resource requirements across the entire Capital Plan (approximately $25 billion over ten years);
- Rate the level of project complexity against twelve defined 'complexity dimensions' which would inform resourcing decisions;
- Estimate long-term resource requirements (up to 2020) to provide the Port Authority COO and PMO with the information for strategic resource distribution decision-making;
- Redesigning the business processes in determining annual budget resources and enabling a clear audit trail of the information used for decision-making.
