The NHS National Programme for Information Technology (NPfIT) is a ten year programme to reform the way the NHS uses information and hence improve services and the quality of patient care. Moorhouse was asked to develop and implement a strategy to transfer ownership of the Programme from NHS Connecting for Health (CFH) to the NHS Strategic Health Authorities (SHAs). Key to this strategy was the transfer of resource, both people and finance. We adopted a solution and implementation approach that broke the challenge of 'local ownership' and developed a NPfIT Operating Model. This provided a basis for detailed organisation design across 10 SHAs, 3 cross-SHA organisations and 10 NHS CFH functions. Successfully transforming the resources on 1st July 2007, with the added benefit of minimal impact on staff and business continuity.

Following a National Audit Office review in July 2006, the NHS Management Board tasked the Moorhouse Team to develop and implement a strategy to transfer ownership of the Programme from NHS Connecting for Health (CFH) to the NHS Strategic Health Authorities (SHAs). At the heart of this strategy was a transfer of resource (people and finance) from NHS CFH to ten SHAs. The objectives of this work were to:
- Ensure a consistent and coordinated approach to organisational design across all regions
- Minimise the impact of the transition on affected staff
- Minimise the impact of the transition on the ongoing delivery of the Programme

Working with senior NPfIT stakeholders to:
- Outline an NPfIT Operating Model that defined responsibilities and accountabilities of those involved in the delivery of NPfIT
- Develop a solution and implementation approach that broke the challenge of 'local ownership' into manageable chunks including dedicated project managers to manage the transition of staff within each of the three new regional NHS Programmes for IT
- Apply innovative techniques to coordinate and facilitate organisation design of the new structures (circa 400 people) across the three NPfIT regions and SHAs

The Operating Model provided a basis for detailed organisation design across 10 SHAs, 3 cross-SHA organisations and 10 NHS CFH functions.Our pragmatic approach to organisation design struck a balance between achieving the tight timelines set by the NHS Board and ensuring a level of thoroughness required for successful implementation.
Detailed organisation designs were agreed by all stakeholders and the respective resources transferred, as planned, from NHS CFH to the NHS programmes for IT on the 1st July 2007, with minimal impact on staff and business continuity.
