The NHS National Programme for Information Technology (NPfIT) is a ten year programme that will reform the way the NHS uses information, hence improve services and the quality of patient care. Moorhouse was asked to design and implement a new operating model. During the transition phase, we provided a mechanism that allowed stakeholders to assess whether the transition would negatively impact the successful delivery of the NPfIT deployment programme. We used our Programme Assurance Diagnostic PAD© Tool and rapidly designed a review process and report templates. We implemented this across 10 Strategic Health Authorities (SHAs) and presented a consolidated view to the NHS Management Board. We completed this to time, budget and specification, and provided a level of assurance to the NHS Management Board and SHA Chief Executives that allowed them to understand and mitigate against specific risks associated with the transition to the revised operating model.

In 2006, the National Audit Office recommended the optimisation of the NPfIT governance arrangements, structures, processes and commercial arrangements. Moorhouse was tasked with designing and implementing a new NPfIT operating model. To provide assurance during the transition phase, we provided a mechanism that allowed: (i) local Strategic Health Authorities (SHAs); (ii) regional senior responsible owners; and (iii) the NHS Chief Executive to assess whether the transition would negatively impact the successful delivery of the NPfIT deployment programme. The team supported the NHS by executing a Transition Assurance Review across the ten SHAs. This required consultation and one-to-one interviews with Chief Information Officers and Chief Executive Officers. We used our Programme Assurance Diagnostic PAD© Tool and rapidly designed a review process and report templates to achieve this task during a complex and politically sensitive time for the Programme.

Bespoke review and reporting templates were developed from our diagnostic tool, with the following objectives:
• 'Pressure-test' the transition to the revised operating model against the current risk profile of the programme
• Clarify how the transfer of deployment responsibilities to SHAs would impact the wider NPfIT programme
• Provide assurance and confidence to Board level stakeholders
• I Identify, quantify and qualify the risks to successful programme delivery caused as a result of the transition and prioritise mitigation strategies
The approach was implemented across the ten SHAs to present one consolidated view to the NHS Management Board, and to assess the ability of SHAs to discharge their new accountabilities and responsibilities going forward.

The Moorhouse team fully met the objectives of this strategic and sensitive project which was completed to time, budget and specification. This work provided a level of assurance to the NHS Management Board and ten SHA Chief Executives that allowed them to understand and mitigate against specific risks associated with the transition to the revised operating model. It also provided a tangible and consistent approach to articulating and comparing these risks across the ten SHAs
