Journey analyses through UK international gateways at the DfT

    In 2006, Sir Rod Eddington's transport study identified three priority areas of focus for the DfT. One of these was International Networks (ports and airports) and the road and rail links to them. The International Networks Division was formed to lead the development of their long-term strategy; we recognised the Eddington agenda was primarily about transformational change, and in response adopted a pragmatic, structured approach to provide a unique blend of strategy development, data analysis and programme management to the Department. To understand the current status of the UK's international networks we led the publication of a suite of documents by a joint client-consulting team which explored the end-to-end journeys of passengers and freight. These were welcomed by the Department and the industry and subsequently published by the Secretary of State for Transport alongside publicity in speeches by ministers and the media. Working in a joint client-consultant team allowed us to closely manage the scope of the engagement while identifying areas of inefficiency, improving data transparency for stakeholders, and supporting the Department's wider strategic agenda.

    The International Networks Division was formed to lead the development of longterm strategy; a key component was the development of a methodology to allow decision making and trade-off against five strategic objectives (economy, climate change, safety and security, quality of life and equality of opportunity).

    Implementing the Eddington agenda was primarily about transformational change. Moorhouse adopted a pragmatic, structured approach to strategy development, data analysis and stakeholder management.

    The first step was to understand the current status of the UK's international networks. Moorhouse led the publication of a suite of documents analysing the end-to-end journeys of passengers and freight.

    Publications were produced for air passenger travel through Heathrow, Gatwick, Manchester, Luton and Stansted airports. Publications were also developed for three freight types (container freight, 'roll-on roll-off' ferry freight and air freight).

    The documents were published by the Secretary of State for Transport and publicised in speeches by ministers and the media. The analyses were acknowledged in the recent DfT Capability Review: “A number of stakeholders widely praised the Department's use of evidence and analysis. They cited work such as the End-to-End Journeys analysis as examples of how the Department is putting a stronger focus on passengers and users in transport policies”.

    Each publication had the following objectives:

    • To identify pinch-points and areas of inefficiency and highlight strategic areas of focus.
    • To improve the transparency of data for internal and external stakeholders.
    • To support the Department's wider strategic agenda.

    Working as part of a joint client-consultant team, Moorhouse brought a unique blend of strategy development, programme management and transport policy expertise to the engagement.

    • Through clear definition and common understanding of requirements, the team closely managed scope and produced documents within tight timescales helping the Division exceed expectations.
    • The end-to-end approach allowed the Department to highlight a number of potential 'quick wins'. This has led to a number of projects (e.g. immigration queues SLAs) working in conjunction with other Departments.
    • Engaging with a range of domestic and international stakeholders helped address a deficit identified in the DfT Capability Review and was welcomed by industry.
    • By documenting a clear methodology of the approach taken, we ensured that the knowledge has been captured for future re-use. Our approach has subsequently been adopted by the Scottish Executive.
