Rapid health check improves P3 roll-out at AstraZeneca

    The AstraZeneca Essentials Portfolio Management Office (PfMO) planned to roll out a combined best practice portfolio, programme and benefits management approach across the Essentials business. The PfMO sought a specialist external health check to assure the approach and to provide increased delivery confidence and direction for further development. We rapidly reviewed the proposed roll-out, collecting data across the three dimensions of portfolio, programme and benefits management using our proprietary best in class frameworks. The combined analyses identified gaps in the roll-out and we made recommendations to resolve these. Our short term recommendations were taken on board by the client prior to roll-out, which immediately improved the quality. Additionally, we positively influenced strategic thinking about the trajectory of P3 across the Essentials division.

    The Essentials division consists of approximately 1,000 staff members and provides AstraZeneca with high quality, fit for purpose work environments. The division typically delivers a combined portfolio of work worth £1.2bn per year, covering global engineering (build projects), health and safety and facilities management.

    The aim of the roll-out was to deliver improved value for money, better use of capacity and new ways of working. The PfMO sought a specialist external health check to improve the approach and provide increased delivery confidence and direction for further development

    Moorhouse conducted a rapid review of the proposed roll-out. Data was collected through structured face to face meetings with key individuals across the Essentials division and a review of the training and guidance documentation. The data collection informed four sets of analysis across each of the three dimensions: portfolio, programme and benefits management.

    • A review of materials identifying the key gaps
    • A capability evaluation identifying areas of best practice and areas for further development against a best practice model
    • A maturity assessment that subjectively summarised the best, average and target maturity of the portfolio, programme and benefits management across Essentials
    • A functionality assessment which identified the gaps against a best practice P3 (portfolio, programme and benefits management) model
       

    The combined analyses determined the appropriateness of the target functionality of the rollout and identified gaps. Recommendations were then provided on how to resolve these prior to launch. In addition, a more strategic set of recommendations were made identifying the most appropriate next steps for P3 development in the following 12 months. Both short term and medium term recommendations were prioritised and further distilled into an executive summary. The output of the review was then fed back to the relevant leaders within the Essentials division

    The executive summary was well received by the Head of Projects for the Essentials division.

    The short term recommendations were undertaken prior to roll-out, which immediately improved the quality. Feedback from the training was very positive and the improvement helped accelerate the realisation of business benefits from the introduction of an integrated P3 approach.

    Areas for further development were presented and discussed with key P3 leaders. Moorhouse positively influenced strategic thinking about the trajectory of P3 across the Essentials division and accelerated planning for the next stage of implementation.
