Strategy development and programme management at the Department for Transport

    In 2006, Sir Rod Eddington's transport study identified three priority areas of focus for the DfT. One of these was International Networks (ports and airports) and their road and rail links, which was formed to lead the development of long-term strategy. Implementing the Eddington agenda was primarily about transformational change. Moorhouse adopted a pragmatic, structured approach to strategy development, data analysis and stakeholder management. Over a period of 18 months, we identified the challenges and opportunities facing International Networks, engaged with over 200 domestic and international stakeholders, developed analyses of the end-to-end journey of passengers and freight through the UK's major transport gateways, developed a non-linear based approach to strategy development, supported transformational change across DfT, and designed a new framework for funding transport infrastructure. Our strategy work raised the profile of International Networks, and our stakeholder engagement changed industry perception of DfT and addressed a deficit in their capability. We were praised by the client and left DfT with the ability to better develop and implement UK transport strategy.

    The International Networks Division was formed to lead the development of long term strategy; a key component being the development of a methodology to allow decision making and trade-off against five strategic objectives (economy, climate change, safety and security, quality of life and equality of opportunity).

    Moorhouse provided leadership and structured programme management to this complex strategy development and change programme. Our work over a period of 18 months included:

    • Identifying the challenges and opportunities facing International Networks across the DfT's five strategic objectives and providing input to key DfT strategy publications.
    • Managing and engaging with over 200 domestic and international stakeholders, including a global best practice scan tour to China, Hong Kong, Singapore, Australia and the USA.
    • Developing and publishing analyses of the end-to-end journey of passengers and freight through the UK's major ports, airports and the Channel Tunnel.
    • Developing a non-linear based approach to strategy development and delivery of a strategic trend analysis – 'World to 2055'- in conjunction with our partner Exclusive Analysis, working closely with the Chief Scientific Advisor.
    • Supporting transformational change across DfT, changing the way investment decisions are taken to ensure that transport systems in the UK are focused to deliver economic benefit and reductions in carbon emissions.
    • Designing and consulting on a new framework for funding transport infrastructure for strategically significant developments.
