Simon Webb

Client Director

Simon leads on Road, Rail and Major Infrastructure within our Transport practice. He is a director with over 31 years’ experience in a variety of large complex organisations and has extensive boardroom experience with a proven track record of building and shaping complex £350 million+ programmes and advising boards on managing diverse multi-billion pound portfolios. An effective communicator and seasoned stakeholder manager, his enthusiastic, collaborative and customer-focused approach has inspired colleagues to work with him to successfully deliver common goals, often in difficult political and commercial environments.

Simon is an experienced Programme Director and business change specialist helping businesses, improve performance and benefit realisation, through advising and assuring organisations with strategy design, portfolio planning, technology delivery and capability development.

Simon joined Moorhouse after spending 18 years as an independent consultant and four year as Business Change Director at Network Rail, before that, working for two FTSE 100 organisations in the electronics and telecom sectors in product management. In the past four years, Simon has partnered with firms such as Deloitte, KPMG, PA Consulting and ARUP, in the transport sector for Network Rail, Highways England, NATS, Abellio and Stagecoach on a broad range of complex transformation programmes, P3M3 delivery, advising on strategy and developing operating and organisational design models. The senior leadership position at Network Rail allowed him the time to fully understand the workings of a large public funded national organisation and was responsible for running the corporate portfolio office, developing the national programme and business change control framework used today and implementing a P3M3 structure, managing the reporting and programme assurance department and developing the capability of business change and programme management professionals across the company.
