What was the challenge?

Eurostar and Thalys commenced their merger in May 2022. Our client, who was the first and largest programme of integration, focused on aligning commercial processes and systems. Eurostar Family engaged Moorhouse to provide independent assurance of their programme to determine any key risks to delivery.

How did we help?

Our programme review was structured around six lines of enquiry: programme strategy, programme management and delivery, programme controls, partners and suppliers, technical strategy and post-merger integration.​
We carried out interviews with over 50 stakeholders both internal and external to the programme, reviewed key documentation and attended governance forums in order to gather insight into the programme, how it was structured, and how it functioned.

What was the impact?

Following a 5-week review, we developed over 40 recommendations across 30 review areas for the programme to implement to help reduce the risks in programme delivery for both phase 1 and 2.​

Our key risk areas to delivery were:

  • Programme planning, scope and budget​
  • Governance and reporting​
  • Resourcing​
  • Implementation planning​
  • Culture, business change and communication​
  • External dependencies​

We provided a prioritisation matrix and an action plan, which we will be reviewing assessing performance against when we do our second review in February 2023 and to review the progress of the programme towards Phase 1 implementation.
